The project RTC PAD - Regional Training Centre for Public Administrations is aimed to establishing a regional training center for the development of public administration skills according to eu standards. It will evaluate and seek to meet the training needs of administrators by setting up a Regional Training Centre informed by experience and practice in Greece, Italy, Spain and UK. The project is concerned with the development of knowledge, skills and attitudes in public service departments under Local and County Council control throughout the eight counties of Moldova, as well as vocational training agencies, Universities and the Ministry of Education.
The Moldova region of Romania has benefited from less foreign investment and government support for development of industry and infrastructure than other areas of the country. The management of public services therefore continues to lack adequate provision for the care and protection of individuals, quality control, efficiency and safety. Concepts, procedures, systems and regulations in public service administration in EU need to be known and understood by public servants in the region. This is not only an essential part of preparation for Romanian accession to EU but also necessary to assure a more effective interface between public service administration and organisations and individuals throughout the region.
A number of councils have established departments for European integration and international relations some of which have obtained information about some aspects of local and regional administration in some Western European countries. Detailed knowledge of equivalent EU procedures is not widespread and little training of officials and administrators has sought to have an impact on the quality and effectiveness of services organisations and individuals.
The Romanian Association of University Managers and the partner Universities have worked through a number of programmes concerned with modernising management culture and structures and have the didactic expertise to deliver courses a variety of format and styles. They are also able to provide a theoretical backbone to the training.
